Please refer to the Microsoft article "The Windows Installer Service Could Not Be Accessed" error message when you install a program in Windows XP.

Note that SUPERAntiSpyware cannot be installed or uninstalled from Safe Mode. Please make sure that you are in Normal Mode before attempting to install or uninstall SUPERAntiSpyware.
